The Faculty of Information Studies in Novo mesto is an example of a small higher education institution that is developing rapidly and acquiring its own identity as it develops. The Faculty is a reference institution in its environment when it comes to research-oriented higher education institutions. This is reflected in its good rootedness in the business environment, as it is linked both in terms of interest representation and directly, especially through cooperation in the context of practical training for students (job placement). The Faculty has an outstanding track record in the field of scientific research, both in terms of obtaining funding for scientific research activities and in the area of scientific publications. This has been successfully followed by its educational dimension, which is increasingly moving away from the dominance of social sciences and towards computer science and mathematics. The additional funding obtained from the ministry responsible for higher education has enabled the stabilisation and strengthening of the teaching staff, one of the Faculty's biggest development challenges. However, these developments also create some challenges. The first is the spatial capacity of the institution, which is currently at its limits. The second challenge is the adequate level of professional support, which is increasingly being tested as the institution grows. This includes both different forms of support for students (e.g. a career centre) as well as the planning and implementation of career paths for staff. This challenge is further intensified by the fact that the Faculty is filling capacity gaps in some areas with external staff, who are less able to fully integrate into its life. Probably the greatest challenge is the so-called “hybridity”, which is a consequence of the need to enrol sufficient number of students and to address the preferences of students who are less and less interested in traditional studies. The challenge stems from the inadequate revision of study programmes, which requires both appropriate normative changes as well as didactic adjustments. The last major challenge relates to the aspect of accessibility, as information tools (e.g. Moodle, web-office, website) are not adequately adapted to students with different forms of disability. -

Third cycle doctoral study programme Information society is well embedded into the relevant economic environment, particularly due to well established participation of key stakeholders into the life of the programme as well as participation of the higher education institution representatives in the processes and bodies of of key stakeholders. The doctoral students are well supported by the faculty and suport staff, through inclusion of students into the work of research groups and activities of different reserach projects through their supervisors and co-supervisors. Students have at their disposal also state-of-the-art equipment to perform research as well as participate in innovative learning and teaching 16 approaches. Students are well supported also in terms of their ability to participate and present their work at the annual research conference the institution is organizing. However, the study programme does suffer from certain serious problems. The key ones are (1) the problem of inadequate performance of the quality assurance system that does not allow the institution to develop the programme in accordance with the programme selfevaluation results; (2) the problem of its implementatio, which allow demonstrates a sharp move from originally acredited field (social sciences) to the fields of natural sciences, mathematics and statistics, information and communication technologies and engineering. This is clearly reflected also by the institution's promotion of the programme, which is misleading to future students. -

The substantive starting point (purpose) of the proposed study programme is defined as follows: "In terms of content, the doctoral programme is aimed at the development and application of digital technologies at the most sophisticated level, which – depending on the chosen field of study – is related to the computer, mathematical, social or business information sciences, or a meaningful combination thereof." As the applicant, in its response to the first report of the Expert Group, decided to exclude two fields of study, the Expert Group was presented with a substantially revised programme application for review. The proposal with two fields of study will achieve much better the interdisciplinarity that will result from a meaningful combination (of subjects) of these fields. The Institute has established research projects as well as the equipment that will be needed to carry out the study programme. All lecturers are appropriately habilitated and fulfil the conditions for mentoring. -

The second cycle study programme Informatics in contemporary society is a proven study programme that is well integrated into the relevant economic environment, as the Faculty works well with relevant stakeholders in the field. As an educational product, it is well known among employers, but it is still not well differentiated from the other educational programmes offered by the faculty, which should be addressed in the future. The Faculty is becoming an increasingly robust and well-established educational institution, and as it develops, this brings with it the need to build a programmatic identity and its external visibility, as well as the need to monitor competition (institutions and programmes) nationally and internationally. In addition to offering research opportunities and a variety of experiences in direct contact with future employers, the institution is very sensitive to the needs of students, keeping them well informed and also strongly supporting them with all the high-quality facilities and equipment available for organised and individual forms of study. The Faculty also ensures that students are kept in touch with current developments in the field through their participation in the annual ITIS conference organised by the Faculty. However, adapting to the needs of students has led to the introduction of the so- called 'hybrid' mode of study, which needs further formalisation and concretisation, including appropriate adjustments to the curricula, etc. At the same time, the desire to use human and financial resources efficiently has led to sub-optimal grouping of full-time and part-time students, which in turn reduces the degree of student-centred and needs- oriented study. A quality study programme also needs an optimally completed feedback loop, on the basis of which study programmes are updated and modified, notably in the light of self-evaluation data. In this segment, the programme under assessment is not yet at an adequate level. -

The second level study program Cyber Security as a whole is well-designed and relevant, the subjects are interconnected and consistent. The goals and competencies of individual subjects are in line with the goals and competencies of the program and correspond to the type and level of study. Relevant scientific and professional and research contents are integrated into the program, and the program itself belongs to the field of relatively new science and is largely comparable in structure, goals and content with postgraduate study programs in cyber security of the best foreign universities. The program is in line with the current situation and development trends. The horizontal and vertical connection of the objects is appropriate. Elective courses represent one of the opportunities for improvement, both in terms of the share of ECTS in the program and in terms of content. Their share in the program could be increased, their implementation could be spread over several semesters, and the content could focus even more on special topics in the field of cyber security. In response to the report, the applicant has already made some appropriate adjustments in this direction. The study program is adequately related to the environment in which it operates, well identifies Slovenia's needs for the profession of Master of Cyber Security, as evidenced by the analysis of the labor market and the need for knowledge in society. Holders and implementers of the program have appropriate field elections, competencies and good references. The design of the study program corresponds to its content, composition, type, level and purpose. The methods, forms and course of teaching are appropriately determined, and the material conditions are appropriate. Some weaknesses arising from the application for accreditation and related to the way of gaining practical experience of students, the applicant in response to the report has already partially eliminated by enabling the acquisition of this experience for students in the business environment and new electives Work Practice. This is an adjustment in the right direction, which must also be realized, as practical experience in a real environment, after recognizing the world's most important experts in this field, is one of the most important components of the educational process. Namely, this field of study is subject to numerous changes as much as possible, and students need as many opportunities as possible to get acquainted with the practice, both with relevant projects and with work in a real environment. At the moment, the applicant does not have enough projects focused on this area, which he himself notes, so it is necessary to increase the number of projects in the field of cyber security. The group of experts also initially identified two shortcomings, which were related only to the technical and administrative aspect of the preparation of the application for accreditation and were eliminated by the applicant, for which he provided the relevant evidence. -

The second-cycle study program Business Informatics as a whole is well-designed and appropriate, the subjects are interconnected and consistent. The goals and competencies of several individual subjects are in line with the goals and competencies of the program and match the type in the level of study. Learning outcomes in many subjects were not initially set as required for the second-cycle study program, were thus too low, and it was therefore recommended that the setting of learning outcomes be raised to a higher level of dif ficulty in all cases, which is the response of the applicant. on the report also did. It was then necessary to harmonize some competencies that did not go beyond the level of "knowledge and understanding", which was also regulated by the applicant in the response. Relevant scientific and professional and research contents are integrated into the program, and the program itself , in terms of name, structure, goals and contents, largely follows the current trend in the field of information and communication technologies, digital economy and transformation, as envisaged in the Digital Education Plan ( 2021-2027) in the European Digital Strategy. The horizontal and vertical connection of the objects is appropriate. Collective subjects represented one of the opportunities for improvement, especially in terms of mixing in the structure of the syllabus. In response to the report, the applicant has already achieved the distribution of their implementation two semesters. The study program is appropriately related to the environment in which it operates, well identifies Slovenia's needs for the profession of Master of Business Informatics, as evidenced by the analysis of the labor market and the need for knowledge in society. Holders and implementers of the program have appropriate field elections , 19 competencies and good references. The design of the study program corresponds to its content, composition, type, level and purpose. Appropriately determined methods, forms and course of teaching, material conditions are appropriate. For the best possible opportunities for student involvement in project work, it would show the quietest ways for all students to get involved in projects in the field of business informatics, as most stakeholders are actively involved in the implementation of research, development or application projects. The study program Law and Management in the Digital Society is a two-year master program of the second degree. The student completes the study when he or she fulfills the study obligations totaling 120 ECTSs. The study program consists of compulsory and elective courses in the fields of law and business studies. In their initial report, the group of experts proposed the redistribution and replacement of certain courses (compulsory/elective courses), as well as an increase in the number of contact hours, to enhance the quality of the study program and provide students with ample opportunities to acquire knowledge and develop competencies as outlined in the study program. The applicant has accepted this proposal and amended the program accordingly. The program Law and Management in the Digital Society is of interdisciplinary nature, which is oriented to both legal and business fields. Consequently, the graduates will not be able to practice any regulated professions in the filed of law, which by interdisciplinary academic qualification is made clear. The applicant has developed research and project work, which will enable students of the proposed study program to apply the knowledge gained during their studies and develop additional competencies. While, market needs analysis suggests that the graduate profile is of interest to the economy, the group of experts emphasizes the need for appropriate communication with prospective applicants about the employment opportunities for graduates of this study program. The applicant has adequate material conditions for conducting the study, as well as experience in conducting undergraduate, graduate, and doctoral studies. In its reply, the applicant has duly supplemented and explained the initially noted deficiencies regarding the insufficient explanation of the implementation method of individual subjects, especially in cases where the applicant plans to incorporate ICT. Hence, the group of experts has no further remarks. The proposed study program Law and Management in the Digital Society is interesting and relevant, and in a view of the submitted market analysis the graduates should not experience difficulties in finding employment. -

The first cycle study programme in Computer Science and Web Technologies is well integrated into the relevant external environment, as the higher education institution works well with relevant stakeholders in the field. The Faculty of information sciences is sensitive to the needs of students, keeps them well informed and also strongly supports them with all the high- quality equipment available for organised and individual study, and at this stage also ensures that students are kept in touch with current developments in the field through their participation in the annual ITIS conference organised by the faculty. At the same time, it seems that it was sensitivity to the wishes and needs of students that led to the introduction of the so-called 'hybrid' mode of study, which the faculty has not properly introduced, nor has it made the necessary adjustments (e.g. to the syllaby) to make the new arrangements fully transparent and in line with the criteria of the national agency. The desire to use human and financial resources efficiently has also led to inappropriate grouping of full-time and part-time students, which has led to sub-optimal delivery of studies particularly for part-time students, which has not been adequately corrected, even with an individualised approach. A quality study programme also needs an optimally completed feedback loop, on the basis of which study programmes are updated and modified, notably in the light of self-evaluation data.
