Report summary
The FKPV has adopted a comprehensive, extensive and detailed strategic plan. The expert group suggests that the faculty should consider a clearer orientation of professional and research activities. At the same time, it would be useful to include in the strategic plan the key competences that are assessed as excellence in the commercial-business and professional profile and to place emphasis on the key competences that are recognised as excellence in the commercial-business, scientific and professional activities in a broader sense. All bodies of the institution operate properly and in accordance with legislation and established standards. In a discussion with various stakeholders of the faculty, a group of experts concluded that all professional areas are adequately and equally represented in the bodies. The faculty considering amending its statutes to include a representative of the external environment in the work of the Faculty Senate. Notwithstanding the fact that there are relatively few full-time employees at the faculty or that they are only employed to a limited extent, all processes and functions of the Faculty function properly and at the same time the faculty involves as many different interest groups as possible in the administration and development of the Faculty. The Faculty is clearly interdisciplinary in its undergraduate and postgraduate programmes and subjects (commerce, economics, business informatics, tourism, security management), but the Faculty's professional and scientific research activities do not follow this interdisciplinarity. The faculty does not guarantee successful professional and academic activity (publications, projects, research) in each of these areas. Professional practise is appropriately systematised and implemented at the Faculty. The Faculty co-operation with representatives of employers and the regional economic environment is based on a good knowledge of their needs and regular formal and informal contacts. Co-operation with various stakeholders from the environment is complemented by lecturers working in the professional field with key bodies from the business community and state administration. The Faculty has an approved quality procedure which sets out the processes and procedures for management, monitoring and quality assurance. Based on the FKPV statutes, all staff are responsible for monitoring and quality assurance. Decisions on self-evaluation measures are made in the Quality Commission, the Academic Assembly, the Senate, the Executive Board and the Student Council. The Quality Commission assesses the quality of the Faculty by monitoring and implementing institutional and programme quality, the effectiveness of educational and scientific research work and the functioning of the Faculty as a whole. The Quality Commission consists of five members, namely two academic teachers or academic staff, one administrative staff member, one professional staff member and one student representative. The faculty provides regular information on study programmes and activities throughout the academic year. The faculty pays particular attention to information days, which it supports with advertising and informs students by e-mail. Information about the faculty's activities is publicly available on the school's website in the study programmes section. Students are familiar with how to obtain information and know how to access it. For all study programmes there is a presented curriculum, course plans, competences acquired, information on the implementation and progression of the study programme, tuition fees, areas of application, etc. Individual university teachers do very little or no professional or academic research work, which is evident from the available databases and records. Four contract university lecturers were found not to be recorded in the SICRIS or COBBIS database. It is much more difficult for university lecturers who are not professionally or academically active in research to pass on their knowledge and experience from professional and academic research work to students in an appropriate manner (Article 13 - l NAKVIS). The Faculty offers students various forms of support and advice in the Study office, the Office for International Cooperation and the Career Centre. The Stady office is the central point of contact for prospective and enrolled students, lecturers and members of the Alumni Club. The academic staff respond to the diversity and needs of the students in a very individualised way. Each student is treated individually and according to their needs. Foreign students are also guaranteed appropriate help from the International Office. The Faculty monitors student satisfaction with services in an appropriate manner by conducting surveys. The Faculty has defined the rights and obligations of students in a separate chapter of the Statute (Articles 79, 80, 81 and 82 of the FKPV Statute), in accordance with Article 66 of the Law on Higher Education. The Statute (Articles 76, 77 and 78 of the FKPV Statute) also regulates the status of students in detail and accordingly. Students influence the implementation of the Faculty's activities in various ways. They can submit their suggestions, opinions and comments through the Student Council and other faculty committees on which they serve, and many of their suggestions are also forwarded to the Faculty Report and through other informal channels. Based on their suggestions and comments, the faculty updates the implementation of faculty activities. Student involvement in changing study programmes is less evident, although students say in the interview that they also have the opportunity to make informal suggestions and comments in this area. The facilities at the faculty are suitable for students with special needs. The entrance to the building is equipped with a suitable ramp and there is an elevator in the building. The elevator does not have switches for the blind and visually impaired or two tone signals for the deaf and hard of hearing. The lecture theatres have enough space for a wheelchair at the front. A group of experts suggests that the faculty should additionally look into the possibility of making adaptations for students with special needs (elevator, toilets, waymarking). The faculty receives 90% of its income from tuition fees and 10% from projects. In terms of expenditure, the focus is on salary and service costs, which account for around 90% of all expenditure. material costs and investments account for 10% of expenditure. In the past periods 2020 and 2021, the faculty has performed successfully and there are no major deviations. In 2022, there was an overspend of EUR 58,456.49 due to a 400% increase in the price of energy products, which was not foreseen. The plan for 2023/24 and 2024/25 provides for the stabilisation of income and expenditure as well as the liquidity of the facility. EUR 200,000 in investments are planned for 2023/24 and 2024/25. Prior to the second visit, the faculty sent an additional documentation as follows: - Action plan based on the recommendations of the Nakvis (reaccreditation of 8/1 and 9/1) - Action plan for the acquisition of projects and the development of professional activities in the period 2024-25 - Action plan to increase the volume of publications and the success of the institutions' professional and scientific research work in the period 2024−2025 - Guidelines for lecturers on the possibilities of publishing their work - Explanation of the partial fulfilment of quality standards (scientific, professional, research or artistic achievements of university lecturers and academic staff) In the action plan, the faculty has presented suitable measures to eliminate the partial fulfilment of the standards and to realise opportunities for improvement on the basis of the recommendations of the Nakvis (reaccreditation of 8.1. and 9.1.). We took the documents into account when preparing the final report and supplemented the planned measures from the material sent to us when defining the main opportunities for improvement and the partial fulfilment of the quality standards. On 23 May 2024, the Institute submitted a response to the report stating that the partial non-compliance related to the professional and scientific research work for the measures set out in the Action Plan based on the recommendations of NAKVIS experts (re-accreditation of 8.1. and 9.1.). The expert group is of the opinion that by implementing the measures set out in the action plan, the quality standard in relation to professional scientific work can be met. -

The Business Science III study program enables graduates to obtain the title of Doctor of Science. The institute has excellent spatial capacities, which are not used for this program. Due to the small number of enrolled students, education is carried out mainly through consultations, mostly online. Students express satisfaction with the study, work and responsiveness of employees and the conditions of study. The fact is that the study does not allow the classical form of study, by exchanging experiences and gaining in-depth knowledge in the field, but is aimed solely at helping students to write a doctoral dissertation. Students enrol mainly in the second year of study. Literature prescribed in the subjects’ curricula is mostly obsolete, not present in the library of the institute, even with a mandatory copy. The lecturers are contractual collaborators, not all mentors meet the minimum research criteria. The study program is not updated, student surveys are not conducted, and obtaining information for a self-evaluation report is inconsistent. However, formal data collected (e.g. number of students enrolled, pass rate, etc.), are not used in analyses aimed at improving the quality of the study process. The quality circle for this study program is not closed. There is a lack of action plans that would lead to the development of the study program based on the identified shortcomings and irregularities. Study program promotion activities are not planned or implemented. Due to inadequate financial construction (which they do not know how to calculate), their studies do not pay off, so they reject potential candidates. The institute maintains the study program only because of the better reputation of the institution, because it seems that they offer the entire vertical in the field of study. -

Report summary
The entire study program is planned from the point of view of the individual disciplines and fields of study. Elective courses in the 2nd and 3rd years ensure appropriate specialist competences and basic employability. In response to the report, the FKPV prepared, in cooperation with lecturers, update and supplement the curricula by defining competences and learning outcomes in line with Bloom's taxonomy. The number of competences and learning outcomes in the curricula was standardised and the competences were divided into general and subject-specific ones. The expert group porpuse that the faculty provide training for lectures in the area of curriculum design, with a particular focus on knowledge of the appropriate definition of competences and teaching outcomes. Considering the scope and focus of the Business Sciences I program, the expert group concludes that the institute does not have a sufficiently developed (professional) project activity on which to base a successful integration with the proposed pedagogical activity. The program offers the possibility to study in 5 different disciplines (Business Informatics, Commerce, Tourism, Security Management, Management of Social Activities) and therefore it is necessary to establish an active project activity that includes projects from all disciplines. In this way, students from different disciplines will have equal access to knowledge based on the findings of experts. The expert group proposes that the institution establish an action plan for the acquisition of projects and the development of professional activities in all areas/directions of study. In response, the FKPV prepared an Action Plan for the acquisition of projects - period 2024-2025. On the basis of the prepared action plan, the group of experts removes the non-conformity and adds the implementation of the prepared action plan as an opportunity for improvement. In response, the FKPV appropriately changed, updated and supplemented the curricula of subjects where it was necessary to harmonise the number of contact hours and other forms of study. The FKPV has also added a revised 3rd year syllabus, which now offers appropriate external electives amounting to 10% of the KT of the study programme, therefore the expert group withdraws the identified inconsistency. The program is appropriately classified as KLASIUS-SRV: 6203 - Higher Vocational Education (first Bologna level)/Higher Vocational Education (first Bologna level); KLASIUS P-16: 0488 Interdisciplinary educational activities/outcomes, mainly business and administrative sciences, law; 1015 Travel, tourism, leisure: 1032 Safety, security and rescue; Frascati: [5] Social sciences. A general shortcoming in the preparation of lesson plans is the lack of indication of the availability of teaching materials and whether they are available in the FKPV e- Classroom or on the Internet. In response, the FKPV has appropriately changed, updated and supplemented the content of the curricula of certain subjects so that they are horizontally and vertically linked and in line with the objectives of the study programme. The faculty analyzes the connection to the environment with the help of questionnaires filled out by interns, their mentors in companies and employers. In collaboration with the mentors, the faculty solicits suggestions on competencies and updating the study program and curricula. The faculty has conducted an internal survey on the employability of graduates in 2023. In the application, the faculty proposes 180 study places, which is a lot considering that the number of students is trending downwards: 2017/18 (181); 2018/19 (166); 2019/20 (134); 2020/21 (133); 2021/22 (124). The expert group proposes reducing the number of study places from 180 to 150. A lack of professional and scientific research activity is noted among some practitioners of the pedagogical process and subjects, as evidenced by the assessment of bibliographic indicators in COBISS and research performance according to the ARRS (SICRIS) methodology. The above-mentioned shortcoming can lead to a limited transfer of current professional knowledge into the pedagogical process. The application of modern professional practices in the educational process is particularly important in first-degree vocational courses. In response, the FKPV prepared an action plan for the increased volume of publications and the success of the professional and scientific research work in the period 2024-2025, which defines 8 goals, measures for realising the goals, institutions and the deadline for implementation. It is difficult for the expert group to assess the extent to which the action plan will actually increase the success of the institutions' scientific research work, as this will only become apparent once the plan has been implemented. Nevertheless, the expert group decided to withdraw the partial inconsistency and turn it into an opportunity for improvement on the basis of the action plan drawn up. As a requirement for promotion from 1st to 2nd year, a part-time student must complete at least 20 KT from 1st year courses. In 1st year, there are 8 compulsory courses of 8 credits or 7 credits. The requirement for promotion allows a student to enroll in the 2nd year if they have only taken 3 exams in the 1st year, which may only account for 35% of all obligations. According to the expert group, this is insufficient for successful admission to the study process in the 2nd year, especially considering the fact that in the 1st year all courses are compulsory, i.e. they represent basic knowledge for further studies. The low conditions for transferring from the 1st to the 2nd year mean that the condition for transferring from the 2nd to the 3rd year is 80 KT and paid tuition fees. In response, the FKPV accordingly changed the Rules on Student Enrollment in such a way that a part-time student can progress to the 2nd year if he or she collects at least 30 KT and has paid the tuition fees in full. Based on the prepared changes to the Rules on Student Enrollment, the expert group has decided to turn the identified partial non-compliance into an opportunity for improvement. Considering the fact that the faculty is planning a hybrid implementation of the study program, which also includes knowledge assessment in distance learning or electronic form, a group of experts suggests that it would be necessary to supplement the curricula and regulations on knowledge assessment and evaluation with forms or methods of knowledge assessment adapted to distance learning. In its response, the FKPV stated that it has drafted a proposal for changes to the regulations on knowledge assessment and evaluation, adding methods of knowledge assessment adapted to distance learning. The regulations will be discussed at the Faculty Senate meeting in February 2024 and the changes are not yet visible in the curricula. The professional titles are in accordance with Article 4 of the Law on Professional and Scientific Titles (ZSZN-1). -

The self-evaluation of the study program is implemented based on the provisions of the Quality Regulations of the Faculty. The NAKVIS expert group concluded in the interviews that students are involved in research work in various ways (theses, projects), but in the SER the involvement of students in scientific research work and the transfer of the results of scientific research work into the educational process is less clear. The NAKVIS expert group notes that the faculty has an adequate quality assurance system to monitor and update the study programmes, but it needs to be updated by including all feedback collected through formal and informal channels. The quality assurance system should fully close the quality loop and action plans should be based as far as possible on the findings of the SER The Faculty has developed a process and ways of collecting proposals to change the study programme. In the first phase, curriculum and programme change proposals are developed in pre-determined project groups, which forward parts of the programmes for review to a group of lecturers covering individual professional areas or subjects. In the second phase, they are discussed in departmental meetings, and in the final phase, the changes are approved and adopted by the Faculty Senate. The faculty should set up a system for collecting information and proposals for changes to the study programme that involves all four subject areas equally: Business, Business Informatics; Tourism; Security Management. At the same time, the Faculty should extend the powers and responsibilities of the programme coordinators with the aim of developing all study programmes appropriately and equally. When organising extracurricular events (workshops, round tables, consultations), the Faculty should take into account the equal representation of all fields of study. The closure of the quality circle can be seen in the multidisciplinary examples presented earlier in the description of stakeholder participation in the functioning of the quality assurance system at the Faculty. In the last period, the faculty has introduced additional measures based on the findings of the self-evaluation that complete the quality loop: - Adaptation of the pedagogical process to the specific needs of part-time students (adjustment of the timetable, availability of IT classrooms for students at weekends). - Organising field courses on tourism, - Introduction of seminars on methodology and writing dispositions as well as the Master's theses themselves using information resources and databases, etc. All relevant stakeholders of the Faculty are involved in the collection of information on quality and proposals for its improvement, which will become part of the action plan adopted by the Faculty Senate. The measures, the person responsible and the implementation deadline are defined for the individual elements of the action plan. The faculty develops very effective interpersonal communication with all stakeholders and receives a lot of feedback, which it uses for its development. A group of experts proposes the introduction of a system to formalise and collect the feedback gathered in this way. At the same time, the faculty should introduce qualitative methods (focus groups) to collect feedback in order to gain a deeper understanding of the stakeholders and their needs and consequently address the main problems that emerge from the self-evaluation reports (reduction in the number of students). There are many opportunities for additional improvements and updates in the curricula of the individual courses according to the suggestions of the NAKVIS expert group (adaptation of competences and learning Outcomes). The faculty adapts the programme to part-time students with a hybrid format, which is made possible by the appropriate technical equipment. Considering that the programme is part-time, with reduced direct contact hours and increased hours of independent work by the student, it would be appropriate and useful to introduce a system that effectively monitors the workload of students' independent work. The expert group proposes that additional consideration should be given to the possibility of adaptation for the blind and visually impaired and the provision of toilets for students with special needs. It is necessary to implement measures for greater involvement of students in the ZRD from the Action Plan for the acquisition of projects and the development of professional activities in the period 2024−2025. In order to complete the programme faster, the faculty should consider choosing the topic of the Master's thesis and the mentor already at the beginning of the 2nd year, as the student can apply the seminar and project assignments he/she prepares during the courses to the topic of his/her Master's thesis. The faculty should intensify the ERAMSUS exchange of postgraduate students with the aim of acquiring competences and knowledge for the preparation and defence of a Master's thesis - select international partner institutions/institutes that can offer postgraduate students relevant and useful topics in their postgraduate programmes. -
