    GEA College - Faculty of Entrepreneurship has a long tradition in the field of entrepreneurship education in Slovenia and operates as part of the GEA College Group. It runs four higher professional study programs (Entrepreneurship (full-time), Entrepreneurship in promising industries, Digital Marketing and Information and Cyber Security (part-time)) and two master's programs (Entrepreneurial Management and Risk Management and Corporate Security (part-time)). The group of experts pointed out a number of benefits in the report, as well as many opportunities for improvement. However, we also highlighted some areas of partial compliance with the standards and one major shortcoming or non-compliance relating to the insufficient amount of contact hours foreseen in the undergraduate programme. This is not sufficient to meet the legal minimum set out in Article 37(2) of the ZVIS. Following receipt of our report, the institution has already adjusted the contact hours accordingly. With regard to the partial fulfilment of the standards, we would like to point out the need for regular implementation of the SER of the study programs (until the last year, the institution did not implement them), and therefore the submitted SER reports of the study programs are not based on documented and formally implemented procedures from the previous period. An Action Plan should be drawn up on the basis of the study program SER and the findings of the SER should show progress since the last evaluation, strengths and weaknesses and opportunities for improvement (SWOT analysis). We note that the Institute has an ambitious development strategy, which also includes sustainable development as one of the pillars of the Institute's development. GEA College continuously responds to the needs of the market and introduces new topical study programmes (e.g., Digital Marketing), which consequently changes the aspect of the mission and vision of the institution, and therefore we believe that a reflection is needed regarding their actualization. They are working intensively with several business actors, particularly in Slovenia. It also has regular cooperation with the members of the Strategic Council, whose members include a number of prominent Slovenian entrepreneurs. We believe that international visibility and cooperation should also be strengthened. This applies in particular to the area of scientific research, which needs to be strengthened, especially in the case of the providers of master's degree programmes, and in the areas where the Faculty is expanding the content of study programmes (informatics, cyber security). Practical training of students at undergraduate level is also properly organised and of good quality. Among the strengths, we would also like to highlight the practical orientation of the study programmes and the satisfaction of the students with the individual approach to each person, as well as the wide range of activities of the Career Centre.

    The proposed study program is interesting because of its topicality and demonstrated needs of the environment. Analysis of the needs of the environment shows good possibilities for employment of future graduates of the study program. The available infrastructure at the institute is also suitable for the implementation of the new study program. Blockchain technology management represents and requires a very strong interdisciplinary integration of three different fields: informatics, economics (mainly finance and banking) and law. With relevant interdisciplinary scientific-research achievements at the level of the institute and the intended holders of the study program, the applicant should prove that the problem area of the study program in science and profession has already been formed. The submitted syllabi show several shortcomings: inadequate definition of students' competencies, lecturers without appropriate qualifications or references, missing literature in Slovenian language, etc. In response to the experts' report, institute changed the course syllabus, eliminated some subjects and changed the number of possible optional subjects from two to three, based on the original application.

    Report summary

    The applicant submitted an interdisciplinary first-cycle study program, for which he also expressed interest and need from potential employers. The program needs some corrections, and a greater number of contact hours would be desirable. There are still some ambiguities in the curriculum that need to be addressed. It is a fact that the institute does not demonstrate research projects in the new field for them, as it is mainly engaged in the field of entrepreneurship, in which it also has many years of practice and an established name. Material conditions, especially space, meet the needs of the introduction of a new study program, it is also possible to rent additional space at the same address. The library will purchase required literature upon the confirmation of the study program. Additionally, more science-oriented databases and articles should be sought and obtained. Most of the planned staff for the implementation of the program at the visit did not show interest in being fully employed in the institute as professors or assistants and thus developing the field of information security at the institution. After receiving the report, they partially hired additional staff and added more employment intentions. Important procedures regarding the assessment of students' knowledge and objections to the assessment will be clearly and visibly presented on the institute's website. The group of experts finds that the conditions for enrolment are appropriate, but pointed out that also candidates who do not have prior knowledge can enrol in the study program. The institute promissed that in the event of perceived difficulty of the program, they will change them.

Verifiable Credentials

A Verifiable Credential (VC) is a digitally-signed and thus tamper-evident document containing information on a subject (e.g. personal information, entitlements of an individual, degrees held by an individual or accreditation of a higher education institution). Quality assurance results recorded in DEQAR can be downloaded as W3C-compatible Verifiable Credentials.

Currently, two types of credentials can be issued:

EBSI Verifiable Accreditations (VA) can be used by a higher education institution in the context of the EBSI Early Adopters programme.

  • The VA allows the institution to prove its external quality assurance on the Trusted Issuer Registry (TIR). EBSI VAs are only issued for external quality assurance results with an official status in a national system (“part of obligatory EQA system”).
  • At present, the higher education institution’s EBSI DID needs to be communicated to EQAR and recorded in DEQAR manually at the moment. If you are a higher education institution participating in EBSI, please contact us to register your DID.
  • EBSI VAs are issued by EQAR under its DID did:ebsi:zk4bhCepWSYp9RhZkRPiwUL.

DEQAR Format Verifiable Credentials primarily serve as a proof of concept and public demonstrator currently.

  • DEQAR Format VCs are based on the plain W3C Recommendation and our own data model. While they closely follow the EBSI Schema, no EBSI-specific or EU-specific elements or data types are used.
  • The higher education institution is identified by its DEQAR URI in this case.
  • DEQAR Format VCs are issued by EQAR under its DID did:web:data.deqar.eu.
