Report summary
University of Primorska is the third state university in Slovenia and at the same time also the smallest one. It was established in year 2003 when some independent colleges and research centres that already existed in the region merged under a common organisational structure. This historical background is in part still reflected in the procedures, governance and management of the University and its members. However, the structure in the last accreditation period has been changed significantly, as an important founding part of the University - The Science and Research Centre (ZRS) become independent again. A few years after that decision, the University has overcome a drop in research staff and results that was inevitably related to this decision. At the same time, the University is now more financially stable and ready for new partnerships, such as recently established cooperation with the State University Lomonosov from Moscow. The orientation of the University towards internationalisation is one of the mainstream goals also for the future. The University is very appreciatively accepted in the region, where some new buildings are on disposal for its further development. Moreover, the study process is also performed in some more distant cities across Slovenia, where the presence of the University with some niche study programs is also appreciated. University of Primorska is a small university where good and open collaboration between the students and administrative staff as well as a direct and genuine contact between the teaching staff and the students is something natural and as such, a great advantage for all parties. The students are coming not only from the coast region but also from other parts of Slovenia and abroad. Their activities and the University as a whole represent a strong benefit to the region and local community. To enhance this impact more student dormitories will need to be provided, especially because the region is also very popular touristic place. -

FAMNIT regularly conducts self-evaluation and, on this basis, updates the content and implementation of the Doctoral Programme in Computer Science and Informatics. The content of the study programme is closely linked to research work. Students are involved in research projects, which allows close contact with the rapid development of the field of Computer Science and Informatics. The necessary human and material conditions for the implementation of the study programme are provided. Due to the small number of doctoral students, the studies are individualised, which could be further enhanced by the rules governing the implementation of the study programme. Students are satisfied with the programme. -

Report summary
The Faculty of Education of UP is an institution with a long tradition and is one of the founders of UP. Within the f ramework of UP, it was additionally strengthened in terms of personnel and developed its hitherto weaker, i.e. the scientific-research part of its activities. The long-standing tradition and the excellence it strives to achieve are both proof and a condition for recognition in the regional, national and international environment. The need for classroom teachers requires continuous training of new staf f to fill the needs in primary schools. The majority of students on the existing two-level Primary School Teaching program continued their studies at the secondary level. The creation of a new unified Master's program Primary School Teaching is thus justified. The selection of study contents is clearly defined, it meaningfully summarises the current situation in the field of primary school education and is harmonised with modern contents of science and art. The subjects of the program include interdisciplinarity, interculturality, innovative approaches to learning and teaching and follow the needs of children and students in today's digital world. The subject matter and curricula correspond to the type and level of study in terms of content, scope and complexity. 14 The proposer demonstrates the connection between the development and research activity of teachers with the contents and goals of the proposed study program. The presented study program is planned as interdisciplinary, since future teachers must know and know how to connect the contents of the humanities, social sciences, natural sciences and artistic fields due to the nature of their profession. The vertical connection is based on basic pedagogical knowledge, which is linked to professional subjects determined by the elementary school curriculum, followed by special didactics that are developed gradually. The vertical connection is also maintained by pedagogical practice, which takes place throughout most of the study period. Forms and methods of work are generally appropriate to the purpose and goal of the program. Content (professional) courses are mostly conducted in the form of lectures and exercises, whereas the range of forms and methods of didactic courses is more varied. Assessment methods are mostly adapted to the objectives of the subjects. The conditions for completing the studies (completed all study obligations, master's thesis and collected 300 ECTS) are appropriate and comply with the Article 5 of the UP Criteria for credit evaluation of study programs according to ECTS. The professional title obtained f rom this study program is harmonised with the Act on Professional, Scientific and Artistic Titles. Teachers are elected according to UP criteria, which take into account the Act on Higher Education, the Minimum Standards for Election to Titles and the Act on Research and Development Activities. The criteria that precisely defines the criteria for election are available on the UP website. The fields in which the proposed subject holders are elected are relevant to the program. PeF UP has suitable premises for all forms of study work, research and professional activities, as well as the for the work of support services. -

The programme entitled " SPECIAL PEDAGOGICAL TRAINING FOR TEACHERS OF CHILDREN WITH SPECIAL NEED" was adopted by the Senate of the University of Primorska on 20 April 2022. The programme is intended to provide basic theoretical and practical knowledge in the field of identifying the characteristics and needs of and working with children with special needs: children with emotional and behavioural problems or disorders, gifted and talented children, long-term or chronically ill, hearing-impaired and deaf children, children with communication and speech-language disorders, physically handicapped children, children with autism, children with blindness and visual impairment. The focus of the study is planned on improving theoretical and practical skills to identify and work with children with special needs, to design and implement individualised programmes and to develop a deeper understanding of inclusion and lifelong learning. The proposed study programme will train participants to meet the challenges in a field that is highly relevant in society and contribute to professional competence in working with children with special needs and inclusive education. The proposed programme is a response to the real needs of society and education. The training needs are supported with actual research findings and demonstrate a serious shortage of staff with competences for working with children with special needs at all levels of education. The Faculty of Education of the University of Primorska is well integrated into the environment and has a wide network of partner organisations for practical training throughout Slovenia. The curriculum supports the objectives and competences of the programme, and the standard forms of study are indicated in the curricula. The programme consists of 13 compulsory subjects and two elective subjects, which participants can choose from five elective subjects. The practical training consists of 15 credits (Practical Training 6 and Integrated Practice 9). The subjects are horizontally linked because they are different in terms of their core content (subject matter). Opportunities for improvement are to align the number of credits. The envisaged higher education teachers have the appropriate habilitations, and all but one is employed by the Faculty of Education. They are involved in several research and applied projects. The material conditions for implementation are adequate. The implementation is planned to take place at the home institution and at seven outposts in Slovenia. Entry requirements and criteria for recognition of skills are defined. Students may be awarded up to 20 % of the credits of the programme. A variety of methods are provided for the assessment of knowledge to monitor own progress and the achievement of learning outcomes and competences. Completion is conditional on the completion of the requirements in all subjects. Upon successful completion of the requirements in all subjects, participants will not be awarded a professional title but a certificate of completion. -
